Abstract

The campaign finance report regulation aims to realize the principle of "honest" elections, namely transparency in the use of election campaign funds reported to the public through the KPU. The transparency of campaign finance reports for the regional elections has not been fully realized and is only a formality for one of the administrative requirements for election participants. This problem was found in the 2020 West Sumatra Provincial Governor and Deputy Governor Elections. In analyzing the implementation of campaign fund contribution report regulations in the 2020 West Sumatra Provincial Governor and Deputy Governor Elections, researchers use policy implementation theory according to Sabatier, namely clear and consistent policy goals or objectives, strong theoretical support in formulating policies, the implementation process has a clear legal basis so as to ensure the compliance of officers in the field and target groups, commitment and expertise of policy implementers, stakeholder support and stability of social, economic and political conditions. This research uses a qualitative approach with a case study method. The results showed that the implementation of the formulation of report regulations failed to be implemented because it was influenced by interested parties and the legal basis for campaign finance report regulations was unclear so that it did not guarantee the compliance of officers in the field and target groups because the contributor report while campaign finance reports were not regulated in Law Number 10 of 2016 concerning the Election of Governors and Vice Governors, Regent and Vice Regent and/or Mayor and Vice Mayor.
