Abstract
The phenomenon of voters voting ballots with a pen at TPS 1 in Salak Village, Talawi District, and Sawahlunto City during the 2020 West Sumatra Governor concurrent election caused problems for the performance of KPPS officers. As a result of this problem, KPPS members were declared to have violated the election organizers' code of ethics and received sanctions in the form of a written warning from the Sawahlunto City KPU. This study aims to describe the process by which members of the KPPS violated the code of ethics of election organizers at TPS 1 in Salak Village and analyze the causal factors. Data analysis uses the theory of election malpractice, which consists of electoral fraud and electoral malpractice. This research uses a qualitative descriptive approach with a case study method. The results of the study showed that violations of the code of ethics at TPS 1 in Salak Village occurred due to: first, non-compliance by KPPS members with the rules contained in Law Number 7 of 2017 Article 352 paragraph 2 point (a), namely: "prepare TPS" before starting the voting process. Second, violations occurred due to the negligence of KPPS officers in providing voting tools in the voting booth. Third, the lack of knowledge of voters regarding the correct regulation of ballot voting procedures according to law the types of violations that occurred at TPS 1 in Salak Village belonged to the category of election malpractice. Factors causing violations of the code of ethics of KPPS members at TPS 1 in Salak Village include: first, the violation occurred because KPPS officers were unable to work professionally. Second, the low level of human resources for KPPS members in understanding the regulations for implementing elections. Third, PTPS' weak supervision at the time of voting.
