Abstract

ABSTRAK Putri Claudia Safitri, 1610841013, Implementasi Kebijakan Retribusi Pasar Grosir dan Atau Pertokoan Di Kota Bukittinggi, Jurusan Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Andalas, Padang 2023. Dibimbing oleh: Dr. Hendri Koeswara, S.IP dan Dr. Ria Ariany, M.Si. Skripsi ini terdiri dari 101 halaman dengan referensi 18 buku teori, 2 skripsi, 3 jurnal, 5 peraturan dan 2 website internet. Penelitian ini bertujuan untuk mendeskripsikan kinerja kebijakan retribusi pasar grosir dan atau pertokoan dan kendala-kendala yang dihadapi dalam implementasi. Penelitian ini dilatarbelakangi oleh adanya penurunan tarif retribusi pasar sehingga diharapkan dapat memaksimalkan penerimaan retribusi pasar grosir dan atau pertokoan. Peneliti ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Kemudian teknik keabsahan data yang peneliti gunakan adalah triangulasi sumber yang sebelumnya telah peneliti dapatkan dari informan utama dan pemilihan informan menggunakan teknik purposive sampling. Untuk menganalisis kinerja kebijakan retribusi pasar grosir dan atau pertokoan peneliti menggunakan teori implementasi kebijakan dari Van Meter dan Van Horn yang terdiri dari enam variabel yaitu standar dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi dan penyelenggara kegiatan, sikap atau kecenderungan para pelaksana, dan kondisi sosial, ekonomi, dan politik Hasil penelitian menunjukkan bahwa implementasi kebijakan retribusi pasar grosir dan atau pertokoan belum terlaksana dengan baik. Masih ditemukan beberapa kendala seperti standar dan sasaran kebijakan mampu di pahami implementor akan tetapi masih ada beberapa aturan yang belum ter jalankan dengan baik dan adil. Kualitas sumber daya manusia yang masih perlu ditingkatkan lagi. Hubungan antar organisasi, komunikasi internal, komunikasi eksternal dan koordinasi kurang berjalan baik. Kurang tegasnya petugas dalam memberikan sanksi kepada pedagang yang tidak membayar retribusi. Serta kondisi sosial dan ekonomi yang tidak kondusif diakibatkan oleh pandemi covid-19. Supervised by: Dr. Hendri Koeswara, S.IP and Dr. Ria Ariany, M.Si. This thesis consists of 101 pages with references from 18 book, 2 thesis, 3 journals, 5 mayor regulations, and 2 internet websites. This study aims to describe the performance of wholesale market retribution policy and or shops and the obstacles faced in the implementation. This research is motivated by the decline in market retribution rates, so it is expected to maximize the revenue of wholesale market retribution and or shops. This researcher used qualitative approach with descriptive type. Data collection techniques were conducted through interview and documentation. Then the data validity technique that researchers use is triangulation of sources that have been previously obtained from the main informants and the selection of informants using purposive sampling technique. To analyze the performance of the wholesale market levy policy and / or shops, the researcher uses the theory of policy implementation of Van Meter and Van Horn, which consists of six variables, namely policy standards and objectives, Resources, characteristics of implementing agents, inter-organizational communication and activity organizers, attitudes or tendencies of implementers, and social, economic and political conditions. The results show that the implementation of the wholesale market retribution policy and or shops has not been well implemented. There are still some obstacles found, such as the standard and target of the policy can be understood by the implementor, but there are still some rules that have not been implemented properly and fairly. The quality of human Resources that still needs to be improved. Interorganizational relations, internal communication, external communication and coordination are not going well. The lack of firmness of officers in giving sanctions to traders who do not pay retribution. As well as social and economic conditions that are not conducive due to the co-19 pandemic.
