Abstract

Penelitian ini dilakukan pada awalnya karena kurangnya jumlah gedung parkir yang tersedia di Kota Bukittinggi. Karena kurangnya jumlah tempat parkir dikota Bukittinggi apalagi di pusat Kota maka macet tidak bisa dihindari, oleh sebab itu Pemerintah Kota Bukittinggi mengeluarkan sebuah Perda Pasal 37 Nomor 6 Tahun 2011 yang berisi tentang kebijakan Kota Bukittinggi untuk membangun Gedung Parkir Representatif (GPR) di Jalan Perintis Kemerdekaan untuk menanggulangi kemacetan yang terjadi. Tujuan penelitian ini adalah untuk melihat apa saja kendala yang terjadi selama proses pembangunan Gedung Parkir Representatif ini sehingga implementasinya tertunda. Teori kendala implementasi oleh Howood dan Gun, yakni : hambatan eksternal, waktu dan sumber daya yang tidak memadai, kebijakan tidak kuat tentang hubungan sebab akibat antara kebijakan dan hasil yang ingin dicapai, tidak ada hubungan simetris antara berbagai stake holder, tidak ada kesepakatan yang bersifat umum diantara para aktor, tidak ada komunikasi dan koordinasi diantara para stakeholder. Berdasarkan hasil penelitian dan analisis dapat disimpulkan bahwa hambatan eksternalnya adalah masalah kontraktor dengan Dinas Pekerjaan Umum, sehingga dalam pelaksanaan pembangunan memakan waktu cukup lama dan berakibat pada waktu penyelesaian pembangunan dan dana Anggaran Pendapatan Belanja Daerah (APBD) yang dianggarkan untuk pembangunan gedung parkir serta masalah lahan parkir, kebijakan dan landasan-landasan hukum untuk pembangunan GPR ini kuat, namun dalam proses pelaksanaannya terjadi masalah. Antara pembuat kebijakan dan implementor telah melakukan tugasnya, namun dalam pelaksanaan tugasnya kurang baik. Hal ini disebabkan karena kurang optimalnya komunikasi dan koordinasi yang dilakukan antara Stake Holder dengan dinas terkait pembangunan GPR. Kendala dalam pembangunan GPR ini adalah masalah kontraktor, kurangnya komunikasi dan koordinasi, minimnya Anggaran Pendapatan Belanja Daerah (APBD) Kota Bukittinggi, lahan parkir GPR. Theory of constraints implementation by Howood and Gun, namely: external barriers, time and resources are inadequate, the policy is not strong on the causal relationship between the policy and the results to be achieved, there is no symmetrical relationships between the various stakeholders, there is no agreement that is common among actors, no communication and coordination among stakeholders. Based on the results of research and analysis concluded that the bottleneck of external is a problem the contractor with the Department of Public Works, resulting in the implementation of development takes a long time and the result at the time of completion of development and fund Regional Budget (APBD) is budgeted for the construction of parking and land issues parking, policy and legal foundations for the development of GPR is strong, but in the process of implementation problems occur. Between policy makers and implementor has done its job, but less well in the execution of their duties.
