Abstract
This study aims to describe the implementation of the Sustainable Development Goals (SDGs) regime in West Sumatra Province in reducing the prevalence of stunting in the region. The issue is interesting to study considering that the SDGs as an international regime have intersected and encouraged actors at the sub-state level to actively participate in implementing the regime in their territory. In conducting this research, the author uses 2 (two) concepts, namely the concept of international regime proposed by Donald D. Punchala and Raymond F. Hopkins to identify and confirm the SDGs as an international regime, and the concept of international regime implementation proposed by Merilee S. Grindle and John W. Thomas, to explain the process of implementing the regime both at the state level and at the sub-state level. The method that the author uses in this research is through literature study. Based on the first concept, the author identifies SDGs as an international regime based on 5 (five) indicators, namely: The success of the regime in shaping actors' behavior; The success in creating mechanisms for policy makers; The existence of principles that strengthen; The existence of actors who play a role in it; And can accommodate the interests of the actors involved. Meanwhile, based on the second concept that the author uses, the author finds that the implementation of SDGs to reduce the prevalence of stunting in West Sumatra Province goes through 3 (three) stages, namely policy agenda, arena of conflict, and resources and requirements. Then, based on the implementation process of SDGs as an international regime in the region, it is concluded that there has been an actual change in the form of a decrease in the prevalence of stunting in West Sumatra Province.
