Abstract

Pelaksanaane-procurementtermasukkedalamsalahsatu program nasionaluntukmewujudkanpengadaanbarangdanjasa yang bersihdanbebas Korupsi, KolusidanNepotisme.Dimananantinyamelalui program tersebutseluruhinstansi, institusibaikpadasektorpertambanganmaupunlainnyaharusmenerapkane-procurementdalampengadaanbarang/jasa. E-procurementmenawarkankesempatanseluas-luasnyauntukperbaikandalambiayadanproduktivitas.Olehkarenanyae-procurementmerupakansalahsatucara yang paling efektifuntukmenyempurnakanmanajemen, baiklangsungmaupuntidaklangsung, dalampencariansumberpembelian. Walhasil, e-procurementakanmeningkatkankuncikeberhasilandalammeningkatkandayasaingdimasadatang dan yang paling penting dengan berjalannya proses e-procurement dengan baik maka prinsip-prinsip Good Corporate Governance (GCG) juga akan terwujud dengan baik.Untukpengadaanbarang/jasa yang dilakukanoleh BUMN yang pembiayaannyasebagianataukeseluruhannyadibebankanpada APBN/APBD harustundukpadaKeppres No. 80 Tahun 2003.Pengadaanbarang/jasa BUMN yang pembiayaannyatidakdibebankanpada APBN dapatmenggunakanketentuanDireksimasing-masing BUMN, berupaketentuan internal (Standard Operating Procedures/SOP), denganberpedomanpadaPeraturanMenteri BUMN No. 5 Tahun 2008.Hasilpenelitianadalahbahwapengadaanbarangdanjasasecaraelektronikdi Kantor ProyekIndarung VI PT Semen Padang belumdilaksanakandenganbaik, dan Undang-undang yang mengatur tentang pengadaan barang dan jasa belum memberikan sanksi yang cukup tegas.PenerapanGood Corporate Governance (GCG) padapengadaanbarangdanjasasecaraelektronik (e-proc) jugabelumterlaksana (belum tercapai)denganbaik ABSTRACT The implementation of e-procurementis one of the national program to achieve procurement of goods and services that is free of Corruption, Collusion, and Nepotism. By the implementation of the program, it is expected that all institutions even in the sector of mining should implement e-procurement in the procurement process. E-procurement offers the widest opportunity to the betterment, in terms of cost and productivity. Hence, e-procurement is one of the most effective ways to improve management, both directly and indirectly, in the search for the sources of purchases. Consequently, e-procurement shall improve the competition in the future and most importantly, the implementation of good e-procurement process shall lead to the achievement of Good Corporate Governance principles. The procurement of goods and services conducted by State-owned Enterprises whose funding – partially or entirely – is covered by Local Budget/State Budget must comply with the Presidential Decree No. 80 of 2003. That of the State-owned Enterprises that are not covered by State Budget may apply the directives of the respective State-owned Enterprises’ Board of Directors which may come in the form of internal provisions (Standard Operating Procedures, SOP), in line with the State-owned Enterprise Ministerial Decree No. 5 of 2008. The result of the Research is that the electronic procurement of goods and services in the Semen Padang’s Indarung VI Project Office is yet properly conducted, and the Law that regulates procurement of goods and services has not provided rigid sanctions. The implementation of Good Corporate Governance (GCG) in the e-procurement (e-proc) has yet been implemented (achieved) properly.
