Abstract

Indonesian as part of a world community has an obligation to continuously participate in the realization of good governance (good governance). Good governance is at least characterized by three elements: transparency, participation and accountability. The research was conducted at the City Department of Education Solok of West Sumatra Province. The study was conducted by taking the data used for the study include the systems and procedures expenditure cash. Research aims to determine whether the application of systems and procedures for cash disbursements in City Department of Education Solok of West Sumatra Province is in conformity with the rules. The data have been analyzed with descriptive methods, this study intends to make a picture of a situation or event, and compares the application of systems and procedures for cash disbursements in City Department of Education Solok of West Sumatra Province with the rules set. The conclusion of the study the application of systems and procedures for cash disbursements in City Department of Education Solok of West Sumatra Province in accordance with the Regulation of the Minister of the Interior (Permendagri) No.13 of 2006 on Regional Financial Management Guidelines. In the implementation of the cash outlay has been supported with relevant documents ie copy of letter Provision (SPD), Letter of Payment Request (SPP), Payment Order (SPM), Warrant Disbursements (SP2D), and Letter of Accountability (SPJ) is accompanied by the transaction documents cash expenditures to complete the procedure. Keyword: analysis, application, systems, procedures, cash, expense ABSTRAK Bangsa Indonesia sebagai bagian dari masyarakat dunia memiliki kewajiban untuk secara terus-menerus berpartisipasi dalam mewujudkan pemerintahan yang baik (good governance). Pemerintahan yang baik setidaknya ditandai dengan tiga elemen yaitu transparansi, partisipasi dan akuntabilitas. Penelitian ini dilakukan pada Dinas Pendidikan Kota Solok Provinsi Sumatera Barat. Penelitian dilakukan dengan mengambil data yang digunakan untuk penelitian diantaranya mengenai sistem dan prosedur pengeluaran kas. Penelitian ini bertujuan untuk mengetahui apakah penerapan sistem dan prosedur pengeluaran kas pada Dinas Pendidikan Kota Solok Provinsi Sumatera Barat sudah sesuai dengan aturan. Data yang telah diperoleh dianalisis dengan metode deskriptif, penelitian ini bermaksud untuk membuat gambaran tentang situasi atau kejadian serta membandingkan penerapan sistem dan prosedur pengeluaran kas pada Dinas Pendidikan Kota Solok Provinsi Sumatera Barat dengan peraturan yang telah ditetapkan. Kesimpulan dari penelitian penerapan sistem dan prosedur pengeluaran kas di Dinas Pendidikan Kota Solok Provinsi Sumatera Barat sesuai dengan Peraturan Menteri Dalam Negeri (Permendagri) No. 13 Tahun 2006 tentang Pedoman Pengelolaan Keuangan Daerah. Dalam pelaksanaan pengeluaran kas telah didukung dengan dokumen terkait yaitu Salinan Surat Penyediaan Dana (SPD), Surat Permintaan Pembayaran (SPP), Surat Perintah Membayar (SPM), Surat Perintah Pencairan Dana (SP2D), dan Surat Pertanggungjawaban(SPJ) disertai dengan dokumen transaksi untuk melengkapi prosedur pengeluaran kas.
