Abstract

In this study, researchers used a qualitative approach with descriptive type. Data was collected by direct in-depth interviews with informants. The selection of informants was done by using snowball sampling. This study refers to the concept of participation, the forms of community participation in development, namely the active participation and passive participation, and factors that influence people's participation in development, namely the factor of knowledge and skills, community work factors, level of education and literacy, gender, and belief in a particular culture. From the results of the study conducted by researchers saw that active community participation in planning for in community meetings are not just accept what the government formulated, but society also formulate programs that will be implemented. While public participation is influenced by various factors, namely: knowledge, many people are not aware that the success of a development not only in the hands of the government but must be cooperation between the government and society. While the employment factor, people do not participate in the implementation of development because of the work that can not be abandoned. Besides the sex factor, as in the implementation of development that participated only men only.
