Abstract

A large population in a country is the basis of development if it has a good quality. Conversely, if the quality is not good, it will be the burden of development. So, to cope the large population that is not borne the development. it necessary to control the population and improve quality, such as with the Family Planning (FP) Program. In Indonesia, this program in the new order era experienced a period of success, because the central to local government has a strong commitment to suppress the growth of the population. It can be seen from, at this time in charge of the general organization of family planning programs is the President and the daily tasks performed by the Ministry of Welfare. Besides, the Family Planning program included to 8 success indicator of Local Government which is always assessed periodically every 1 and 5 years. But unfortunately at the time of local autonomy after the issuance of Law No. 22 of 1999 which was replaced by Law No. 32 of 2004 and replaced with No. 23 of 2014 and renewed again by No. 9 of 2015 about Regional Government, where the family planning program is entrusted implementation to the Regency / City respectively. At the time, the understanding of local autonomy Regional Head about the family planning program is different, so that implementation failure, marked by an increase amount of population than the goverment planned, including in Solok Regency. In this thesis, the researcher formulated two (2) problems of the How to Control Population Growth in Solok Regency after Autonomy, How to Coordination Between the Device and the Regional Institute in Control Efforts of Population Growth at Solok Regency after Autonomy .The method of this reseach used juridical empirical method. From the research that researcher did, Government of Solok Regency has no good commitment to implementing family planning programs, it can be seen from four things: 1. The family planning program is not a priority program of Local Government yet 2. Not supported by good institutional. 3. Lack of funding / budget support family planning programs, 4. Unavailability of sufficient human resources. Besides, there is a lack of coordination between SKPD, and the other programs which not supportive in the control of population growth, it can be a reason of population growth control is not successful.
