Abstract

Local autonomy, known as fiscal decentralization is expected to increase welfare communities through public facilities are appropriate and adequate to help people who live in the district/city, especially in west Sumatera. According to William and Vyasulu in (Arini, 2010) suggests that decentralization that decentralization is expected to reduce poverty if directed to change the political structure and improve governance or changes in the government's attitude towards the poverty society. Fiscal decentralization will have a positive impact on reducing the number of poverty people if it is followed by an increase in per capita income. The increase in revenue is a reflection of the existence of a growing economy. Any potential areas that will produce the product in the form of goods and/or services that have a value in order to increase sales and appeal to consumers. Fiscal decentralization can not only find out the problem of poverty but it can be a driving force for economic growth prospects in the economy autonomy.
