Abstract
The increasing number of cases of sexual violence against children in Indonesia is a problem that can endanger the future of children in Indonesia. Acts of sexual violence against children were found to be rooted in the problem of the perpetrators' antisocial beliefs about the act of sexual violence itself. This antisocial belief is related to the moral problem of the perpetrator on how the process of perpetrator’s moral judgement when he is about to commit sexual violence against children and how he evaluates his actions. Therefore, this study aims to see the description of the moral judgment of sexual violence against children perpetrator.. The method used in this study is descriptive phenomenology. The research respondents were three perpetrators of sexual violence against children who were being held in Penitentiary 1 Cipinang and II A Salemba. The sampling technique used in this research is purposive sampling. The process of collecting data in this study using interviews and the results of the interviews will be analyzed using investigator triangulation. The results of the study describe the moral judgment processes of the perpetrator before committing sexual violence and after committing sexual violence, namely the intuitive judgment link process; feelings of doubt before committing sexual violence, increased sexual desire before committing sexual violence, feelings of confusion after sexual violence was committed and feelings of anxiety after committing sexual violence, the post hoc reasoning link process; the opinion that consensual sex is not sexual violence, the sexual violence committed is due to external factors, the victim is not harmed because he is accustomed to promiscuity, and admits that he has committed the wrong act, the reasoned persuasion link process; justification from friends about victims who were not harmed and acts of sexual violence is something that is natural, and justifications from victims about perpetrators who do not asked are not perpetrators, the social persuasion link process is in the form of acceptance of behavior by people closest to them.
