Licensing is a form of execution of the function and arrangement are owned by the government control of the activities carried out by the community. There are various forms of licenses and permits that are attractive to public transport. In Padang, there are rules governing that public transport can be orderly and in accordance with the wishes of the people that Padang Local Regulation No. 11 of 2005 on Public Order and Peace Society which has been converted into Padang Local Rule No. 4 of 2007. In Article 3 Paragraph (2) explains that "Every driver, owner of City Transportation prohibited add and or using equipment that emits a sound system loud, window film, sirens and VCD.Untuk prevent violations of these rules, then in the regulation also mentioned sanct ions which will be accepted by the parties that violate these rules. Article 12 paragraph (1) of the regulation explains that any person who violates the provisions of Article 3 paragraph (2) the maximum administrative sanction of revocation of Route Permit. To see the effectiveness of sanctions including a maximum sanction of revocation of route permits, the authors are interested in conducting research on urban transportation route license revocation in the city of Padang and the obstacles encountered in implementing revocation urban transportation route in the city of Padang and mitigation efforts. Writing of this method yurudis empirical research that approaches the problem in which the author saw and reviewing legislation related to issues and connect with the reality that occurs in the field associated with the primary data and secondary data obtained through semi-structured interviews with the relevant authorities to implement the revocation of public transport in the city of Padang.Dari results show that the administration of the process of imposing sanctions in the form of urban transportation Giving Warning Letter I (One / First), Giving Warning Letter II (Second), Giving Warning Letter III (Third), Freezing Card Municipal Transport Supervision, and finally Route Permit Revocation City Transportation. City Transportation Route Permit Revocation is the last attempt made to employers or owners who do not respond to the Municipal Transport infringement warning letters route permits to Surat City Transportation Coagulation Monitoring Card. Constraints faced in implementing revocation trajectory in terms of juridical ie in the law just explained that the revocation of route permits a maximum penalty while administrative sanctions such as the provision of route permits infringement warning letter was not described. While the non-juridical constraints can be seen from the Department of Transportation has not been effective in conducting raids and trouble to bring awareness to employers or owners of public transportation for more obey the rules contained in the legislation.
